Devolution of basic education through the lens of the school heads : a phenomenology

Abstract
The purpose of this undertaking was to describe the devolution of basic education through the lens of school heads in the workplace. Employing phenomenological approach, this study involved 14 teacher’s in-depth interviews and focus group discussion. The result of the interview were transcribed, translated and coded to produce root and branch codes. As regards the experiences of the school heads in the devolution of basic education, the following themes were derived: LGU Patronage; LGU intrusion and meddling; dynamics of power play; and acquiescence and submission. As to their strategies, the themes were: establish rapport and connection with LGU officials; get involved in LGU programs and activities; draw LGU officials into the fold; employ the reciprocity principle; be diligent and conscientious and empathize. As to their aspirations, the themes generated were authentic and above board, effective connection matters and school heads as principled leaders.
